The Town Of Highlands, Located In Macon County, NC, Is Seeking A Human Resources Director To Perform Professional Complex Managerial And Administrative Work Focused On Planning, Organizing, Implementing And Directing A Comprehensive Personnel Management Program Along With The Responsibility For Processing The Town’s Bi-weekly Payroll. Work Is Performed Under The Supervision Of The Town Manager. The Emphasis Of The Work Is On Defining Operating Policies And Procedures For The Recruitment, Selection And Retention Of Employees, Employee Relations, Management And Staff Development, Job Classification And Pay, Employee Benefit Management, Performance Review/evaluation, Policy Compliance/development, Workers Compensation Administration And Management Of Personnel Records. Additional Responsibilities Include Administration Of The Town’s Payroll Function, Including Preparing And Transmitting Weekly, Monthly And Quarterly Payroll Reports, W-2s And W-3s, Garnishments, Child Support Levies And New Hire Reporting, Plus Additional Duties As Needed Or Assigned. 

The Position Requires Graduation From An Accredited College Or University With A Bachelor’s Degree In Human Resources Management, Public Administration, Business Administration, Or Other Field Of Study Or Significant Experience Related To The Work To Be Performed. Ideally, The Preferred Candidate Would Have 5-7 Years Of Progressively Responsible Experience In Government Or Private Industry Human Resource Management. Certification As A PHR Or SPHR With The Society Of Human Resource Management (SHRM) Is Desired. The Position Is Exempt Under The Fair Labor Standards Act.
